Introduction to the State Ethics Commission

New Mexico has recently created the State Ethics Commission, a new state agency tasked to adjudicate, enforce, and provide advice on New Mexico’s disclosure, governmental conduct, and procurement laws.  Included will be a brief overview of the Commission’s authority, interaction with state and local government, and scope of work in its opening year.  Also included will be a presentation of the organizing principles of New Mexico’s ethics and disclosure laws.                      

Cyber Crime Trends - 2021 Update

Hackers have learned to profit from their activities. Virtually every industry segment is affected, including state and local government entities.  Indeed, any organization that stores personal financial information on the network or conducts online cash management is a potential target.  In addition, new trends in ransomware have shown the ability to cripple entire networks. As a result any organization that relies on its technology being available is a potential target.   In addition, payment fraud targeting wire transfers, automatic clearing house payments, and credit cards is increasing at an alarming rate. Historically, hacking has been a high risk issue only for banks, but attackers are now targeting all businesses in an effort to access bank funds via online payment methods.

Audit Rule and 2019 Findings Report

The Office of the State Auditor will discuss the outcomes from the audit reports of New Mexico state and local governmental agencies that received full financial audits for Fiscal Year 2019. Data from these reports was aggregated to produce the FY2019 Findings Report, which resulted in the beneficial presentation of “top-ten findings” by category statewide. This particular overview is presented as a useful tool for agency management and oversight entities to more effectively identify pain points and better implement internal control processes.

2021 LFC NM Outlook
Charles Sallee
Mr. Sallee will provide a year in review of New Mexico’s roller coaster revenue ride during the COVID-19 pandemic and its impacts on the state budget and education and other services to New Mexicans.  The presentation will provide insight into the recently passed state budget for public schools, higher education and state government as well as other fiscal measures passed during the 2021 legislative session.  He will also provide an outlook on the potential impact as a result of the spending over the next year and beyond on outcomes New Mexicans care about, with special focus on public schools.
